Consolidated Consent & Authorisation (CCA) – Pollution Control Board Approval

Image
Consolidated Consent & Authorisation (CCA) is a single-window Pollution Control Board approval through which eligible industries receive Consent to Operate (CTO) along with statutory waste authorisations under applicable environmental laws.

Often referred to as CCA NOC Pollution Control Board , this approval format is issued in select states—such as Uttar Pradesh, Uttarakhand, and Gujarat—where Pollution Control Boards grant a combined operational consent instead of separate CTO and waste authorisations.

Simplicomp supports industries across India in securing CCA NOC India approvals with complete regulatory alignment, accurate documentation, and end-to-end coordination.

What Is Consolidated Consent & Authorisation (CCA)?

CCA is a consolidated environmental permission issued by State Pollution Control Boards such as Uttar Pradesh Pollution Control Board and Uttarakhand Pollution Control Board combining multiple statutory approvals into a single consent order.

A Pollution Control Board CCA typically covers permissions under :-

  • Water (Prevention and Control of Pollution) Act, 1974 – Sections 25 / 26
  • Air (Prevention and Control of Pollution) Act, 1981 – Section 21
  • Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016
  • E-Waste (Management) Rules, 2022

Instead of managing separate approvals, eligible industries receive one consolidated pollution control certificate governing emissions, effluents, and waste management obligations.

Role of CCA in the Compliance Lifecycle

CCA does not replace the Consent to Operate stage.
It represents an alternative approval format in which CTO and waste authorisations are issued together.

The compliance logic remains unchanged :-

  • Construction completed as per Consent to Establish (CTE)
  • Pollution control systems installed and commissioned
  • Application made for operational approval
  • Operational consent issued either as:
    • Standalone Consent to Operate (CTO) ,
    • Consolidated Consent & Authorisation (CCA)

Why Do Industries Require a CCA from the Pollution Control Board?

Industries operating in states that issue CCA must obtain this approval to :-

  • Manufacturing units (chemical, pharmaceutical, textile, plastic, engineering, etc.)
  • Industries generating effluents, air emissions, or hazardous waste
  • Waste treatment, storage, or disposal facilities
  • Red, Orange, and select Green category units
  • Units operating in Uttar Pradesh, Uttarakhand, Gujarat ,and other CCA-issuing states
