Consent to Establish (CTE), commonly referred to as CTE NOC , is a mandatory Pollution Control Board NOC that must be obtained before starting any construction, installation, or project setup activity.

This Consent to Establish Pollution Control Board approval is required under the Water Act, 1974 and the Air Act, 1981, and acts as the first statutory pollution control certificate for industrial and commercial projects in India.
