Environmental Clearance (EC) is a statutory approval issued as the outcome of the Environmental Impact Assessment (EIA) processfor projects with potential environmental and social impacts. It is granted only after appraisal of EIA studies, public consultation (where applicable), and supporting environmental assessments, in accordance with the Environment (Protection) Act, 1986 and the EIA Notification, 2006.

Environmental Clearance does not operate independently. It represents the final regulatory decision within the Environmental Clearance stagebased on the technical, social, and environmental evaluations conducted during the EIA process.

Project Categorisation & Appraisal Authorities

Projects requiring Environmental Clearance are categorised under the EIA Notification as :-

Category A Projects

Projects with significant environmental impact potential, appraised at the central level by the Ministry of Environment, Forest and Climate Change (MoEF&CC) based on recommendations of the Expert Appraisal Committee (EAC).

Category B1 Projects

Projects requiring detailed EIA studies, appraised by the State Environment Impact Assessment Authority (SEIAA) based on recommendations of the State Expert Appraisal Committee (SEAC).

Category B2 Projects

Projects exempt from detailed EIA studies, appraised based on simplified documentation as prescribed under the Notification.

Project categorisation determines the documentation requirements, appraisal process, and approving authority.

For certain construction and township projects (Item 8 of the Schedule), scoping may not apply, and appraisal is carried out based on prescribed forms and conceptual plans.
